Research On The Planning Characteristics Of The Disciplinary Groups In University Construction In First-class Universities

So far,42 universities in the first-class universities have promulgated the “double-first-class” construction plan.Except for Renmin University of China,the construction programs of the other major universities have focused on the discipline group planning as the innovation of the discipline organization model.Therefore,it is of practical significance to clearly understand the special nature of discipline group planning and to analyze the characteristics of discipline group planning in first-class universities.In order to fully understand the current situation of the blueprint for the discipline group planning,this study uses the construction plan of 39 universities in the first-class universities as the material,using text research method and case analysis method.From the perspective of the representativeness and comparability of the text,the discipline group planning content is divided into four aspects: planning layout,planning objective,planning thinking and guarantee security,to systematically analyze the common characteristics of the discipline group planning.In order to explore the characteristics of discipline group planning in a more comprehensive way,from the perspective of the typicality of the case and the feasibility of the research,Xiamen University and Northwest A&F University were selected as examples to further explore the unique characteristics of the discipline group planning of different types of universities.Research indicates:(1)From the perspective of common characteristics: In the planning layout,on the one hand,the material science discipline group is the focus of the construction of applied discipline groups,and the Marxist theoretical discipline group is the focus of the construction of basic discipline groups;On the other hand,the discipline group planning of agriculture,forestry,military,teacher,and ethnic colleges has distinct characteristics,and the applied disciplines in science and engineering colleges are prominent.The discipline groups of agricultural and forestry and science and engineering colleges are mostly connected with major national R&D projects,and the basic discipline groups and applied discipline groups of comprehensive colleges are simultaneously planned.In the planning objectives,the short-term objectives are mainly set in the 2017-2020 period,and the long-term objectives are consistent with the overall construction plan objectives.In the planning ideas,the leading disciplines have a prominent position,relying on the various elements of performance,and the guarantee form is comprehensive and concentrated in scientific research cohesion.In the organization guarantee,the management mechanism represented by the chief scientist is adopted,and the resource allocation mechanism that gives more autonomy to people and property is implemented,and the evaluation mechanism of benchmarking and appropriate incentives is implemented.(2)From the perspective of personality characteristics: a comprehensive university represented by Xiamen University,in order to optimize the discipline group planning,constantly explore the “own style”,and develop the “cross-cutting” discipline group construction ideas into new engineering construction and construction.The mission is increasingly characterized by development and diversity.The characteristic colleges and universities represented by the Northwest A&F University are proposed to optimize the discipline group planning.The discipline group layout needs to keep pace with the times,more clearly propose a three-level discipline group responsibility system,improve the special fund system,and enrich the guarantee and evaluation mechanism.
