The English course reform of primary school is an important link of the course reform of basic education The English curriculum Standard of Compulsory Education showed the spirit of the document "The Outline of Basic Education Curriculum reforms", which emphasize that curriculum should pay more attention to the student's interest, experience of life and knowledge, advocate the learning style of experience, participation, cooperation and intercourse, develop the task-objected teaching approach, develop the ability of applying linguistic, initiative thinking and bold practice, improve the students' cross-cultural consciousness and form the autonomy ability of learning. The key to the realization of all reforms' targets lies in our English teachers' implement ability, anyway, curriculum cannot develop in isolation from the teachers development.According to the ideas of the area educational study, through the investigation of the primary English teachers who are working in the country town where author stay. Four kinds of main ability in the implement process of the new English curriculum reforms have been analysis: new curriculum understanding ability, the implement ability of the new course, the operation ability of modern education technology in fulfill new curriculum, and the action study ability of English teaching. The education administrative department can look for some effective strategies to take raise their implement ability of English curriculum by analysis of the education reality. Through the analysis of investigation data, we can draw the following conclusion. 1, Though most of them obtained college diploma are youthful, they also think it is necessary to reform English curriculum , most primary school English teachers of this town are not familiar with the new curriculum standard.2, Nearly half of teachers does not think themselves possess new English curriculumimplement ability, almost 2/3 of the teachers never organize teaching in English linguistic.3, Though unfamiliar with the new curriculum standard, most of English teachers showedgreat concern for the students' interest and individuality, the spirit of the new curriculumstandard have been already conscientious applied.4, In the process of teaching, only 3% of the teachers often use online computing to search for, and utilize the English data , but most of them have realized that modern education technology play very important role in the English curriculum reforms. Therefore , the key task of reform lies in modern education technology .5, Teachers cannot operate the modern education technology well, the main reason lies in serious deficient equipment (computer, network etc.) and uneven operation ability to the equipment.6, Compare this four ability, there are remarkable difference in understanding ability, no matter it is primitive academic diploma or developing credentials. But, the differences arenot very remarkable in sex and professional degree.7, Nearly 57.8% of teachers pay close attention to the new method tendency of the reform, almost 23.4% of the teachers often try some new method and analysis and reflect. But 73.4% school seldom organize new curriculum discuss. 8> The most interesting and effective developing styles are high-quality lessons, show to testlessons and comment on., organized special topics and discuss.9> The big difficult of English teaching lies in insufficient for teaching equipment, including pronunciation room, multimedia classroom, computer software and other equipment. It is a important reason that students are not interest in learning English .By analysis of investigation result, the education administrative department should take the following strategies to improve the implement ability of the new curriculum.First, the administrative department of education at county level wants the macroscopic to guide and adjust and control, guarantee the new lesson changes to go on smoothly. Increase the educational fund input, improve the teaching condition: Strengthen the dynamics of training at county level, and improve English teacher's ability of primary school synthetically.Second, school grades of department in charge of education is it take concrete measure to want, raise English Mr. meet new course ability conscientiously. Improve the condition for running a school, raise the English teachers of this school's modern education skill ability;Do a good job of the teacher at the basic level training conscientiously, raise the ability that English teacher implements new course;Do a good job of English education and scientific research of primary school, improve a teacher and take action and study ability;Educate and appraise the system , ensure the lesson to change to implement smoothly in reform.
