This essay will focus on the two problems of financing and the construction of teachers group that hinder the development of private higher education after a review on the course of the development of private higher education in our country.Through a review on the past, this essay divides the course of the development of private higher education of our country into four phases of starting, stable development, rapid development and growing from a subsidiary position to an equal position. This essay sums up the achievements of the private universities of our country. For the first, the private universities have promoted the reform of the system of the higher education of our country; for the second, the private universities have relieved the insufficiency of funds in the higher education of our country to some extent; for the last, the private universities have provided more choices of education for students. Then this essay points out the problems in the development of the private universities of our country, which mainly include poor financing ability, insufficiency of teacher, low-level education, regional imbalance in development and paying too much attention on technology and neglecting humanities education. Among the above problems, this essay thinks, financing and the construction of teachers group are the most important and essential problems. The resolving of these two problems is decisive for the sustainable development of private universities. So, this essay will focus on the financing and the construction of the teachers group of private universities.The difficulties in the financing of private universities include both in macroscopic aspect and microcosmic aspect. In macroscopic aspect, relevant laws, statutes and policies for private universities are still far form perfect and the nature of the property right and the profit-making of private universities are not yet decided. This will definitely have very bad influence on the financing of private universities in macroscopic environment. This essay thinks that it is necessary to clarify the property relations of private universities to decide the nature of the property right of them. The proportion of property right of investors may be decided according to the different composing of the investment in a university. For the problem of profit-making, classified management may be adopted. In microcosmic aspect, there are also many problems such as insufficient financing channels, instable source of funds and high sensitivity of financed funds and so on.
