Illegal Street Children Prevention, Correction And Regression

The delinquency of street children is the consequence of that they haven't completed their socialization process or some problems have been generated in that process. It is the problems brought about by social transformation or the by-product of social progress. It has both common character and differences with children delinquency. Children's physical and mental factors, the social structure in where they grow up and their socialization process, all of these elements would result in their delinquent behavior, but the reasons of street children delinquency mainly come from society. Although the problems exist in families, schools and society all would lead children to vagrancy and delinquency, these are superficial reasons. The essential reasons root in those: the relieving institution of street children haven't supplied available helps to street children; governments haven't supplied enough welfare to needy families and governments haven't paid sufficient attention on children's healthy development. To avoid children to go vagrancy and delinquency, the relieving institution should enhance their ability to help street children more efficiently; governments should provide welfare to support needy family, and enlarge the scope of the ensurence of lowest-living standard to country area; governments should establish perfect children-law system, provide more welfare to children and pay more attention on and protect their healthy development. The rectification and reversion of street children are their re-socialization process. To pay attention to their need and their physical and mental health are more beneficial to their rectification and reversion process than to punish them. So, those works should be done by professional rectificative social workers in exoteric society circumstances, not closed rectification institution. Governments should reinforce the lawmaking, establish professional social rectification system and radicate the independent profession status of social work in order to ensure the effects of rectification.
