Study On Scale Economy Of Senior High School In Poverty-stricken Mountainous Regions

Scale economy phenomenon widely spreads over education. School differs from industrial organization, so educational scale economy theory has considered well on specialty and applicability in exploring relation between school scale and efficiency. With fast extension of senior high school scale, its development in poverty-stricken mountainous regions is facing opportunity and challenges. From population structure characteristics, economical level and basic education condition, the senior high school in Enshi Tujia and Miao minority autonomous region on Wuling poverty-stricken mountainous regions is unbalance between current supply and people's education need in a long period. During extension, school scale fluctuation might change its benefits and cause appropriate scale problem.Recent years, a senior high school's scale has extended obviously in Enshi. Analyzing its influence on cost per student, the results show that school scale extension in a certain scope can lower cost per student and descend cost per personnel and non-personnel totally. Meanwhile, analyzing scale change to the efficiency of resources utilization, we find that the ratio between teachers and students descend continuously with scale extension and administrative personnel's rate to students also descends totally. But campus areas per student changes irregularly. Such phenomena indicate that school scale is important factor influencing cost per student and efficiency of resources utilization in poverty-stricken mountainous regions.Subjected to many restrictions, senior high school's scale in these regions should program properly, organize reasonably, cause scale and need balance, scale and benefit harmonious development; Moreover, school ought to make full use of education resources and raise efficiency of resources utilization while looking for diversification; Education quality is school's life-line for long run, it should improve operating structure and provide a superior quality of education service to promote individual development as basic path and final purpose.
