Purpose of text is that construct supervising system of higher education from macroscopical point of view. This system interior through making up school, logistics, corporation of school and synthetizing-supervising council of school and exterior through making up government, school land multi-agency organizing of supervision as subsystem. The system is macroscopical, linking of inside and outside , harmony of in length and breadth and solid net of supervision .This system not pay attention to postmortem aftermathing and exemplary conception of supervision but more aforehand processing and modulating supervision . Finally , this system should perfect supervision of higher education. Reformatory of higher education should carry through more rapidness and science.
