Nowadays China has entered the period of higher education massification. However, the developments in different districts are unbalanced, and the imbalance in different area is severe. In the long run, this circumstance will affect busting of higher education massification in our country.This study assays three development theories in history, including balance development theory, imbalance development theory and harmony development theory. Then the conclusion is: presently we can only adhere to the harmony development theory. This is theoretically based on the following elements: imbalance development theory, persistence development theory, sub development theory, and the last and most important one: science development viewpoint.This study is based on the background of higher education massification, analyzing the difference between before and after higher education massification and among different districts' higher education. By doing so the differences of higher education are obvious.Then I analyze reasons that cause the differences of objective and subjective reasons. And get my conclusion: the differences are objective but can be improved.I choose Shanxi Province as my case, because the economy is undeveloped but higher education is developed oppositely in Shanxi. I analyze the reason that the higher education level is more competitively than the economy level. So it can be used as reference to the other undeveloped districts.At last, I try to offer valuable countermeasures to reduce the differences among districts. If my study catches this target, I am gratified.
