Since the 1950s and the 1960s, the world has entered an age when the information technology has fast developed. How to strengthen educational technology (especially the information technology) with the course of teaching and studying, and how to raise teachers' knowledge of educational technology and abilities to use it have been studied worldwide.In order to improve teachers' professional abilities, we combine The educational technology ability standard of primary and high school teachers with the current situation and draw up a level-content matrix form which bases on the analysis of teaching abilities of high school teachers and the research of teachers' abilities of using educational technology and of teachers' needs to use it. According to the form, a content of high school teachers' educational technology training plan has been designed, we try to give different courses different advice according to their different needs.The content of the form is made up of three levels: the first entry level, the medium level and the highest level. The first entry level is a required training course that every high school teacher must attend; the medium level consists of two parts: required and selected courses. Teachers must attend the training of required course but they have a choice for the selected course; the highest level also contains two parts of required and selected courses. Those who have a foundation of educational technology and hope to do research in the field can attend the highest level training. As to the teachers of information technology, they must join in the training, besides, they can choose to take the selected course according to the features of their work.The content of high school teachers' educational technology training is designed to meet the increasing needs of teachers' educational technology. In the process of training, we need to vary our training method with the training contents to make it efficient and qualified. At the same time, we also need to complement and modify the contents according to the actual circumstance.
