As a form of higher vocational and technical education, five-year higher vocational and technical education has its own characteristics and advantages when it is compared with other higher vocational and technical education types. Chinese government attaches importance to five-year higher vocational and technical education and carries through actively exploration for it. At the same time, the government tries advancing proper and reasonable development of five-year higher vocational and technical education.The scale of students, professional categories, pilot results, etc. of five-year higher vocational and technical education in Jiangsu province take the first place in china. This study tries to table a proposal to our five-year higher vocational and technical education through the research of quantity, type and local distribution of educational institutions which carry through five-year higher vocational and technical education, and of school principal, professional installation, normal construction and students group of five-year higher vocational and technical education.The healthy and steady development of five-year higher vocational and technical education depends on legal guarantee, and we should structurally extend five-year higher vocational and technical education system and take the union technical institute as the main holding school and specify professional installation, in the meanwhile, we should also lay store by the construction of double type teachers and permeate vocational counsel through students' study life.
