The progress of science and technology and social development depends on cultivation and education of talented students. Teachers are expected to undertake the task of educational revitalization. Teachers' training and development is a key issue of normal education. How to shift concept, how to develop and reform normal education, and how to cultivate qualified teachers according with social and educational development are gut issues to be resolved during turning period of normal education shifting to teachers' training. How to develop and what should be developed are key topics in today's society. It is important for economic development and higher education reforms to search for a special road, which matches social needs, and college characteristics, and which is also the objective need of improvement of teachers' education. At present, more and more normal universities concentrate on the research of specialization, inclusion of many majors, and international integration of teachers' education. The importance and necessity of researching the theory of characteristic development and social practices are well recognized. Retracing the progress of research of high educational development and normal educational development both at home and abroad, it focuses on strategic development, integrated development, noticeable development of education and so on. But it lacks research of characteristic development, especially the higher education development in places like Yunnan province that is border area of China and has a lot of minorities. Moreover, the research of characteristic development of normal education is scatted and lacks the certain system. Therefore, my thesis attempts to investigate into the characteristic development of normal universities in order to contribute to the development of higher education and normal education in Yunnan.This research is based on the theory of education, teachers' education, regions, and development. It uses a lot of methods to analyze development of social economy, elementary education and the progress of higher education in Yunnan, such as searching for documents, investigation, comparative researching, and so on. It combines practical demands of teachers' educational innovation with existing conditions in Yunnan to systematically research the basic issue of development of normal university in Yunnan.
