Exploration On Characteristic Development Of HuaQiao University

Higher edu cation in our country is experiencing a time of great development and innovation.The rapid advancement of popularization of higher education.along with faster pace of intrnationalization and the further marketization provide opportunities and challenges for Chinese university development.Generally speaking,universities in China have soundly developed,but there are still filled with fickleness,confusion and hesitation in scale expansion,internationalization and marketization.Almost every university is under the pressure of limited resources and the growing competition in education market,therefore,they are all looking for strategy reconstruction and breakthrough.To launch a characteristic development is the basic requirement and mutual strategy choice of every university in the world,which arouses the common concern in higher education.HuaQiao University is a comprehensive university based on the mission"Serving Overseas Students" affiliated to the Overseas Chinese Affairs Office of the State Council of the People's Republic of China.In 1960s,there were severe Indonesian anti-Chinese riots,China therefore founded this university to accommodate those overseas youths from Indonesia.Even though the university has gone through the difficult process of establishment,suspense and reestablished,the characteristic of " School for Overseas Chinese" never changed.From following the basic requirement of "Making distinctive features" to setting up of characteristic strategy of "Overseas Chinese Brand",the university is exploring and innovating on its characteristic road.In the new era,though "School for Overseas Chinese" has gained its new connotation,the characteristic development of the university is still exposed to all kinds of difficulties and challenges.Only face all these bravely can they be changed into developing opportunities.Take HuaQiao University as our research case,analyze its characteristic development from historical and realistic angle and then propose corresponding suggestions will have a profound theoretical and practical value.The paper,based on qualitative research method,is presenting a characteristic history and reality of the university in its founding by interviewing groups of people in different phases,consulting literature and making microscopic description of academic performances inside the organization,therefore to discover all those conflicts,challenges and opportunities during the characteristic development process,and at last to explore the basic path and gain insights into contemporary university development in China.The basic thinking of this paper is to follow two clues of history and reality,and from internal and external perspectives to analyze the environmental factors that affect characteristic development of HuaQiao University.then to present the past and current situation of such development in HuaQiao University,and propose the path of characteristic development in the new era.The paper intends to offer some new perspectives for research and practice by making an in-depth description about the history and present characteristic development of a university.The paper is divided into five main chapters.The first chapter is the Introduction,which covers the origin,concept definition,literature review,research route,significance,method and implementation as well as case studies.The second chapter introduces the characteristic development process of the university,which includes four periods:Establishment Period(1960-1964),Reestablished Period(1978-1989),Adjustment Period(1990-1999)and Development Period(2000 till now).Influenced by factors like international environment,national overseas Chinese affairs policy,overseas Chinese group change and higher education reform in our country,the characteristic of "School for Overseas Chinese"shows varieties of characteristics in these four developing phases.In the third chapter,it introduces the dilemmas and challenges of characteristic development in HuaQiao University.In this part,the external environment in developing period is analyzed,which entails higher education development features.overseas Chinese group survival and life conditions,continuing renewal of overseas Chinese affairs policy and the greater impact of China on international community.In the new era,the characteristics of"School for Overseas Chinese" not only have gained its new meaning,but also face dilemmas and challenges.Problems like views toward characteristics differ,characteristic strategy has no obvious effect and lack of motivation in the process of implementation.The fourth chapter focuses on the reflection of characteristic development path of HuaQiao University.It actually probes from five perspectives as university characteristics connotation and consensus,university functions,university management and university culture to find the path for HuaQiao University in the new era.In this part,it proposes the characteristic development of university must regress to its basic rule that university is an academic organization,knowledge exploration and spreading is the basis,improving the core competition is the target,university spirit is the long-lasting motivation.Characteristic development should set its foot in the basic function of the university,which reflects in personnel training,scientific research and social service.In addition,the internal management level and spirit cultivation is the important guarantee of university characteristic strategy implementation.The fifth chapter is the conclusion and significance.The research has drawn the following conclusions:Firstly,HuaQiao University developed in its typical historical period.In the new era,HuaQiao University realize its characteristic development by redefining the service target and connotation of serving overseas Chinese.Secondly,the key to develop for HuaQiao University is to make a breakthrough in academic excellence.Thirdly,characteristic development for HuaQiao University must have strategic planning,scientific orientation and rational resources allocation.Fourthly,characteristic development for HuaQiao University need delicate organization and enhanced leadership to insure all policies will be carried out.And lastly,the ultimate goal of characteristic development for HuaQiao University is to liberate creativity of college teachers.The significance are listed as the following:Firstly,characteristic development is the best choice for university management.Secondly,university autonomy is the premise of feature development.Thirdly,market competition is the motivation for feature development.And lastly,president of university is the key to the success of featured development.
