Initiated by Ministry of Education in 1998, the High-Leveled Talent Troop Project for higher education has played a vital role in the development of academies and talents in universities. As a complex system of the exploitation and management of human resources, the project needs studying from different perspectives, so as to establish effective and proper policies pertaining to the construction of the high-leveled talent community, and to reveal the rules in this regard.To develop the troop of talents in universities is to invite, cultivate, and create a group of internationally famed masters and talents of scholarly fields, who are categorized into three levels: the talented person at master-level, the leader in a scholarly field, and the outstanding young teachers. Based on an effective way to appraise the abilities and qualities of the talents, the construction of the talent lies in a scientific mechanism of managing the troop. Therefore, the present thesis has conducted a research into the scientific method for the appraisal of high-leveled talented persons for the sake of accurate positioning of the talents, in the hope that it can offer some insights, both theoretically and practically, into the development and management of the high-leveled talent troop.Through a panoramic literature review, interviews with experts, investigations and surveys, this thesis has studied the rules of the positioning and development of high-leveled talents, analyzed the management of the talents in universities, and from this, proposed the relevant measures for the management concerned. Applying the Delphi theory to the classification and appraisal of the high-leveled talents, this thesis has established the ability and quality appraisal model based on the fuzzy synthesis judgments in case study.Moreover, proper measures for the development of the troop have been put forward, as a result of scientific investigations and the author's working experience, including: the planning, building, and improving the mechanism of selection and employment of the high-leveled talents, the construction of the competence-oriented and performance-oriented appraisal system, the establishment of regulations concerned, the creation of suitable environment for the build-up of the talents'troop, and the exploration of various channels to found the troop.
