Implementing the strategy of prospecting nation by science & education and strengthening nation by talents to build innovative country, rasing high-quality talent is fundamental, improving the quality and efficiency of higher education is crucial. Aiming at some problems in China higher education, surrounding higher education efficiency, solving three problems of whether existing inefficiency, degree of inefficiency, how to reduce inefficiency, the paper analyzes X inefficiency of China higher education systematically by X efficiency theory, empirically studies on X efficiency of China higher education by stochastic frontier approach and data envelope analysis, analyzes the significant difference of X efficiency in case of different methods and regions by Mann Whitney U test, comparatively analyzes the changing difference of improving the quality of input & ouput. According to the theoretical and empirical research result, the paper provides several policy suggestions of improving X efficiency in China higher education from six aspects such as standardizing principal-agent relationship, introducing competitive mechanism, building modern university institution, clarifying property rights, sharing resources, improving teacher quality and so on.
