With the constant deepening of quality-based education and the deep impetus to the eighth curriculum reform, education is stepping forward to modernization at an unprecedented speed. From educational idea to educational mode, from educational content to educational technology, from educational system to educational administration, all above are undergoing a fundamental change. Facing to this change, functions and original values of district teaching and research section must be rearranged. This thesis took Zhenjiang Runzhou district teaching and research section as a research case, some internal and external causes which influenced its functions brought into play have been investigated by question-and-answer investigations and interviews, and some existing problems, such as taking tests as the center, directing like a coach, paying much more attention to teaching than learning, administrative management, more miscellaneous affairs, less interactions in internal system, etc, have been found out. Meanwhile, the author analyzed the existing problems which were in the course of its functions brought to play and got some conclusions, such as the leaders of educational administrative department do not pay much more attention to it, the school leaders are not very positive to it, the teaching and research staff do not often promote mutual understanding with teachers, the teaching and research staff themselves do not have high qualities, "test-based education" is playing an important role, etc. And also some countermeasures have been raised, such as changing the administrative ideas of the leaders of educational administrative department, using new curriculum ideas to direct the work of district teaching and research section, changing the roles of the teaching and research staff , improving and enriching its working content, innovating its working style, etc. There are more in these countermeasures that district teaching and research section can make full use of, so that it can adapt to the needs of "quality-based education" and new curriculum reform. That's the real significance.
