Transition Learning Community Building Research

The features of "individuality group type" that human being have determine the integrity of learning society learning community . learning organization. In recent years, with the popularity of the idea of learning society and the development of the practice of community education ,the activities of construction of learning community has been developing gradually in both theory and practice. The problems of idealism and mess exist in the use of the notion of learning society and learning community. Using the theory of three development stage of human being development invented by Marxism ,the thesis reveals three types of learning society: the learning society experience; the learning society of technology; the learning society of exchange. Basing on it, it reveals the meaning of turning period of learning community and the basic features of it; the learning idea that keeps pace with the times ; flowing and sharing resource of knowledge and learning contents of popularity ; the learning object of improving current life and full caring ;the learning process of continually surpassing the need and state; the plenty and improved learning resource; the learning function of leading and promoting. Basing on the study of the connotation and the basic features of the learning community, it reflexes the activities which conduct by the learning community .It point out five basic problems exist in building the learning community, which are: the practice promotion and the theory research not being mature;the orientation of the goal and value not being practical; the financial input of the community education not being sufficient,but a little difficulty to get for the ordinary people; the pattern of running the school being lack of integration; the rule, law and policy of the community education lagging behind etc. Some policy suggestions to promote building the learning community are put forward: basing on the ability, to establish the value of the educational function;according to the national condition to set up the mechanism;taking a set of measures to build the system of community education of "equity democracy public interest ; according to the condition of different place to form the interacting pattern of running the school of "market unit and community college; organizing carefully to embody the learning and science of the community education; promoting it actively to build the perfect and efficient system of the policy rule and law of community education.
