Activities design is an important part of curriculum design. Because of people's narrow understanding of curriculum and misunderstanding of the nature of knowledge, the problem of discussing activities design in view of curriculum design has been concealed and neglected for years. Pointing out and doing some research on this problem has become more and more urgent under the situation of current basic education curriculum reform.At first, this research demonstrated a conclusion that activities design was an important part of curriculum design, which was foundation of normal requests for activities design. With the conclusion, researcher analyzed activities design in international and domestic primary science curriculum from a historical view. Researcher found that activities design in domestic primary science curriculum since 80s last century showed a tendency of discipline, which emphasized rationality of academic of science, highlighted the process of intellectural development. Therefore, researcher criticized it, and questioned closely with the value of activities, and then built a framework for activities design , which directed by the viewpiont that took the value of instrumental rationality and inner rationality together under the background of current basic education curriculum reform.In view of the above, researcher selected 9 science activities, accounting and making a lot of comments on them. All of those activities gave expression to the viewpiont that activities design should take instrumental rationality and inner rationality together. On these grounds, researcher tried to generate a series of principles, which guided designers who designed science activities for primary science curriculum and played functions to science teaching practice.
