In the recent 10 years, higher vocational education obtained advanced development vigorously, which has become the higher education the half of the country. Follows development situation which increases sharply, various vocational colleges and universities had a series of the problem to be solved urgently, in which teacher performance appraisal are prominently, but effective implementation of the teacher performance appraisal is the prominent and characteristic key of improving the quality of teaching in higher vocational colleges and universities, and which is the premise of higher vocational education healthy development.Regularly evaluation of teacher can make us understand teacher's quality comprehensively and objectively, and which was advantageous to the reward mechanism establishment. However colleges and universities use quarter subtotal, annual canvass, and democratic discussion for the teacher performance appraisal. This kind of evaluation method was lack of subjective, objective and scientific evaluation target, which cannot respond the real result and has lost the drive value that should have. The evaluation result mostly picks four ranks of outstanding, good, qualified, the unqualified, and outstanding rate had stipulated the upper limit. This is"rotation in power"phenomenon. As a result of the method of unscientific teacher performance appraisal, which has been unable accurately to differentiate the different teacher's different work performance and lost the incentive basis.This main research is as follows:1.
