As one of the most active fields of educational technology, instructional design develops prosperously in instruction and business training areas in recent years. The instructional design, as a efficient course assistant tool, has been introduced into many main courses in university, including political and moral course. As a result of emphasizing the importance of political and moral education by the government, there are many researches focus on educational innovation,learning attitute and teaching method of this field. From the relevant studies in recent years, there is little research about the instructional content design. However, the instructional content can not motivate learners'interest. So it leaves a lot of space for the researchers to build up a theoretic strategy to solve the problems.Due to the above considerations, the paper tries to integrate the instructional content design with the motivation and propose some specific solutions. First of all, the author carries out deep interviews with three professors and three graduate students and collects the problems of the political and moral course. Then the author classifies and discusses these problems from the perspective of professors and students. Thirdly, these problems are analyzed and the feasible solutions are proposed according to the literature review as well as the questionnaire. Finally, the author does the recalling surveys with the above six persons, which prove the rationality and feasibility to some extent of these solutions.
