Since the reform and opening to the outside world, the fundamental change has taken place with the Chinese management system of primary and secondary schools. The way that the government at variety levels manages school has realized the transformation from "Centralization" to "decentralization". In 1985, the Central Committee of the Chinese Communist Party issued the "Decision on the Reform of the educational Structure", laying down the principal's responsibility system. And after it, the "Guidelines for the Reform and Development of Education in China"(1993) and the "Decision on the Deepening of Educational Reform and the Full Promotion of Quality Education"(1999) further enhance the implement of the principal's responsibility system. The decentralization of the school management and the implement of the principal's responsibility system provide a institutional space for the development of school, make school get more right on managing itself, and lay the foundation for making school development planning all by itself.Since 1990s, the school development planning has introduced to our country as an effective concept to stimulate the development of the school and the changing of school management through international cooperation project of education. It makes a great effort to the educational reform of our country. Now, the government pays a great intention on the school development planning. Many provinces have made the SDP a prerequisite to the evaluation of campus school. The headmaster's autonomic management on SDP prompts the development of the basic education. But there has several issues need to solve. Such as lacking of the decision awareness of making development through reform, lacking of the strategic thinking for school development and the democratic concept.In this paper, I survey the problem that the headmaster has during the process of autonomic developing the SDP through the point of strategic leadership theory. Research the development and implement of the SDP through the strategic leadership point of view lend itself to provide a new scope for the development of school, a new model of developing the SDP, and survey the development of the school and the SDP at strategic level, and gives help to put the SDP into action, let the school management reform deeper, and make the school full of validity. This paper is divided into four major sections as follows:Section one shows the definition of SDP, and briefly introduces the background of SDP. Discuss the SDP from two aspects: reform practice and decision facts.Section two discusses the strategic leadership theory from three aspects: strategic leadership and strategic intent, strategic leadership and SDP, the prerequisite ability and quality for being the strategic leader.Section three selects eight strategic aspects from the strategic leadership meaning, strategic intent, strategic plan and prerequisite ability and quality for being the strategic leadership that discussed in section two. Utilize these eight aspects to survey the SDP of our country. Use random sampling method to select 12 schools' school development plan from Baidu. Do analysis against them. Summarize the problems and analysis them.Section four builds a SDP model through the view of strategic leadership, and raises thesuggestion of improving the SDP.
