Urban community construction is a more important project for Chinese government after 90's. But, people discovers more and more that residents are absent from participating in the community construction. Therefore, this problem is becoming a focus for researchers. But the writer finds there is a unexplained problem in the past studies——most residents who had participant wishes haven't taken action, when I looked into the most research results. The writer operationalizes this point on Coleman James'theoretical model. Then, the write finds that the economic logic and national power will have important function in the variety process of residents from already having participate will to not adopting action. This also gets theories support in Jurgen Habermas'concerning standpoint about"system intrudes living world". In consideration of the interaction level of individual and nation, the writer therefore selected organization participate(mainly is the neighborhood committees) of community residents as the breakthrough point.Through researching, the writer found that result in"the residents from having participated will to not adopting action"mainly have the reasons of both side: First, in the organizational frame of community, the neighborhood committees'office acquired a legitimacy position by designing"the separation of argument and action"on institution. And it availably made use of the influence which comes out from the commutation logic of market economy and acts on residents, shielded the ego will of residents which could be realized through neighborhood committees, and was advantageous to a national power will to permeate thus. On the other hand, the social relation in community was divided into inside social relation and outside relation accompanied with the legal incursion of the national power. The former embodies a kind of mutual benefit logic, it requests to exert the association behavior between residents effectively, and realizes the will expression adequately. The latter is the extension of national power will, and shows to control residents. Internal in the Chinese community, the residents'outside social relation eliminated and substituted the residents'inside social relation, then separated residents'personal interests thus with the conjunction of public interests, and resulted in residents'nonparticipation.Through this empirical work, the writer considers that the national power made the individual communicative action hard to form effectively within the scope of community. The important reason is that the national power will limits individual within the scope of commutation logic. This shows the power and currency to combine together, and results in colonizing the residents'living world. Therefore, we need to resume the residents'room of communication and expression, and to rebuild the living world, if we want to conquer the problem of residents'nonparticipation.
