In our country, the sex ratio at birth has appeared a series of characters and a new situation of keeping increasing, which has already been a serious social problem needed to be solved imminently. The birth control policy and measurement cannot face the new challenge, and cannot solve the problem of sex ratio at birth's inclining on one side effectively. The multi and complex reasons which lead to the sex ratio at birth's inclining on one side has determined that we must solve the problem by gender main-streaming and changing Chinese traditional culture of men and women's unequal and the real-life base, the movement of cherishing girls is just the way to show this very notion.The movement of cherishing girls has just begun in China, so there isn't a mature pattern in both theory and practice, and it is really urgent to make a thorough study of it and search a practical process of fulfillment. As a preliminary study this article has proved, based on the theory and knowledge of sociology, demography and the study of female, that it is necessary and urgent to launch the movement of cherishing girls and take measures to control sex ratio at birth's inclining on one side, analyse and probe into the theory, which can be used for reference , of how to control the sex ratio at birth's inclining on one side and the practical experience in Taiwan and foreign countries, at the same time the article has given its own opinion on the trail movement of cherishing girls in different places. In the end, it has given its tentative plan , which is adaptable to China's own situation, to control sex ratio at birth's inclining on one side and launch the movement of cherishing girls by using gender main-streaming as its carrier.
