The imbalance of the sex ratio at birth (SRB) in China began from 1980. At the same time, the skewed SRB increased year by year. The long-term increasing of the SRB means the imbalance problem of the sex structure of populations which will cause a series of social problems and exercises negative effects on the sustainable development of the society without proper governance. Most importantly, it also means that the survival and development rights of women have been violated to a certain extent. So, Chinese government and researchers as well as the public are all paying great attention to the imbalance of the SRB, and it becomes an urgent population problem to be solved in China. Meanwhile, in order to mitigate the negative effects of high SRB to society, the central and local government regulates the decision-making process of sex selection laws, regulations and social policies, but also promotes the gender equality and reproductive birth concept culture through the implementation of various social projects.Although the imbalance of the SRB had been controlled to some extent, the statistical data and some researchers'investigation results indicate that the measures are not desirable. It means that the public policy which aimed to address the skewing SRB need to be researched, evaluated and completed to a certain degree. How to analyze these public policies scientifically? How to evaluate these public policies accurately and how to improve these public policies reasonably from the gender equality perspectives? These questions need to be answered.This dissertation analyzes the public policy to address the imbalance of the SRB. Firstly, it analyzes the background of the imbalance of the SRB, and shows the skewing SRB is one of the policy problems needs to be solved in time; Secondly, based on the analysis of a series of policy and documents, the dissertation puts forward the theoretical model of for SRB governance. Meanwhile, it constructs the framework of the analysis of the public policy on solving the imbalance of the SRB, and analyzes these policies from policy goal, policy content, policy object and policy tool. Then, it also constructs the indicators to evaluate the effect of these policies. At the end, based on the analysis above, the article proposes that it should construct the public policy system which combines with empowerment and systemic to solve the imbalance of the SRB.Through the analysis above, the dissertation reachs the following conclusions: firstly, the empowerment and the systemic of the public policy are the main points of the public policy system in solving the imbalance of the SRB; secondly, although the public policy system of solving the imbalance of the SRB had already formed preliminary, the empowerment and the systemic of the public policy also need to be improved; thirdly, it should construct the public policy system which combines with empowerment and systemic to solve the imbalance of the SRB.The innovations and contributions of this dissertation are showed as follows.Firstly, it widens the research field and analyzes the question of the imbalance of the SRB systematically with the perspective of politics and management, which expanded the traditional research perspectives of demography and sociology.Secondly, it puts forward the empowerment stander to analyze these public policies based on the gender perspective. The dissertation shows that it should put the gender perspective into the whole process of the formulation and implementation of the public policy for the solvency of the skewing SRB problems.Last but not the least, it proposes the systemic issue of the public policy for the governance the skewing SRB. Using policy analysis method, the article analyzes and evaluates the public policies at different levels on solving the imbalance of the SRB. Then, using hierarchical analysis method to evaluate the different effects of these policies. It could further improve the policy system and provides a basis for laying out a scientific analysis.
