Unbalanced sex ratio at birth is a major structural issue existing in our countrythat we have worried about for more than30years. The abnormal sex ratio at birthlasting a long time and covering a lot of areas exerts tremendous negative impact onthe comprehensive, balanced and sustainable development of population and society.The population academia attach great importance to this issue. Based on theexisting research results, this paper analyzes the three factors affecting the sex ratio(gender preference, birth space narrowing, technological progress) and agrees that theimbalance sex ratio at birth is the result of comprehensive effect of many factors,among which the male preference is the deep and fundamental cause. Genderinequality is an important factor of the the male preference.However, unbalanced sex ratio at birth is not the unique phenomenon in China.The sex ratio of South Korea also deviated from the normal level and began to rise inthe mid80’s and reached peak of116.5in1990. But as South Korea took educational,legislative, economic, political and social measures to handle with the sex ratio atbirth, it began to stop increasing and basically remains stable. In this paper, thecomparative study method is introduced, and through analyzing the sex ratio of Chinaand South Korea, We can conclude that although South Korea has many differencesfrom China in population, land area, political system, economic development and soon, it is also deeply affected by Confucian culture, so in South Korea genderinequality is also the fundamental reason of th sex ratio imbalance.This paper sums up the practices of the South Korean government in the processof dealing with the unbalanced sex ratio. The South Korean government establishedthe Ministry of Gender Equality and perfected gender policy mechanism, andcontinuously improved the authority and executive force of national mechanism,which effectively promoted the gender equality and sustainable development of theSouth Korea’s society. The sex ratio at birth returned normal in2007, and women’sstatus improved greatly, which prevented the sex ratio rising again in South Korea. Based on the analysis of the experience of South Korea, this paper suggests thatour country should promote gender equality to realize the balanced sex ratio. Thesuggestion includes that building up a strong gender equality promotion system,perfecting laws and regulations, actively building a system in favor of women andimproving the way of publicity and education.
