The Resource based Learning (RBL) is a kind of study mode with the purpose of cultivating students' information literacy. This kind of study mode emphasizes that cultivate the ability of making use of various learning resources to solve problems, and requests that students can study by themselves,cooperate learning with the help of faculty advisers. First, analyses the preset assignment, then come though the procession that collecting,arranging,analyzing,evaluating information, constructing meaning, solving problem, and presenting outcome. This kind of study can make the students become a lifelong learner and make the students adapt information ages. With the development of the calculator network, plenty of information resources is available on the internet, at the same time, more learning resources become the digital learning resources. These varieties provide vaster development space for the traditional Resource based Learning, which has already become an important form of network instruction. For adapting this kind of change, the paper defines the Network Resource based Learning (NRBL).On the base of these, the paper discussed the design of Network Resource based Learning activity; After practice verification, put forward the project of Network Resource based Learning activities and established the general mode of design; Finally, the text ended with the discussion of the teaching suggestions and the assumption of the design for the NRBL platform.The paper is divided into four parts totally. The first part analyzed the meaning and characteristic of the Resource based Learning, elaborated the teaching mode of the Resource based Learning and introduced a typical case, and give the new definition of Network Resource based Learning on the basis of analyzing the new situation of the "Information Age". The second part expounded the theories foundation to design Network Resource based learning activities and analyzed the main factor of the learning activity design. The third part commenced from the main contents of the learning activity design, according to the forefathers' research results, taking the learning activity design theories as a guide, designing a Network Resource based learning activity design mode slightly in the first step. Through three Action Studies, the fourth part revised the bugs of the project and put forward the general mode of the Network Resource based Learning activity design.
