Jiangsu Province Referees' Status Of The Investigation And Development Of Countermeasures

If one country wants to be a true sports great power, it should attach importance not only to the achievement of the national team, but the development of the referees'level. Referee is one of the three factors of the sports match. However, the sports management department of our country pays great attention to the achievement of the match, and little attention to the referees'selection, training and management. At present, our referees are almost amateurish, and their average ability is comparatively weaker. So it makes against of the development of our athletic sports.Jiangsu province is a developed area in our country, and a strong sports province at the same time. This paper investigated and analyzed the referees'actuality of Jiangsu province. It has important significance on realism that from the research the government department could find out the problem of the referees, and then control and improve their level and make the referee troops develop healthily and regularly by some corresponding policy. It also has important significance on theory that it has reference value to the construction and study of the referee troops of our country.This study utilize the method of paper survey to investigate the basic information of the referees, and according to the information a DBMS about the referees'basic information of Jiangsu province was designed. By the energetically support of Jiangsu province sports bureau, all the Jiangsu referees'basic information were recorded to the database. This paper uses the method of logical reasoning, mathematical statistic, and so on, to try to investigate the present situation of the referees in Jiangsu province. Based on the analysis, comparison and synthesis, this paper tries to find out the insufficiency and the problem in the referees, inquired about the method of enhancement the referees'level of executing the law and the management level of the relative department, which provide some beneficial help and reference for improving the referees'level, subsequently raising the athletics sports level and the degree of attaching the crowd to sports activities.It was found out from the investigation that: presently, the referees in Jiangsu are all amateurish. Their professions are teachers, workers, farmers, coaches, officials, waiters, administrators, and so on. Moreover, most of them are teachers, officials, and coaches. The referees in Jiangsu are too old or too young, and they are not well distributed over the province. For example, the number of the high-level referees in Nanjing is more than the summation of the other cities in Jiangsu. The foreign language level of those referees is not very ideal. So far, Jiangsu has not formed a good training and educating system for referees. There are few learning chances which the referees could gain. Moreover, Jiangsu has not formed a scientific and just designation system. The situation makes against the construction and development of the referee troops and the development of athletic sports of Jiangsu. In view of the problems, this paper proposed some related countermeasures: the government should pay more attention to the referees and give more corresponding policy support; the sports management department should apply administration means to manage the referees; the feasibility of making referees professional should be analyzed; a good training and educating system for referees should be founded; the countermeasures for supervising the referees should be constituted.
