The construction of new countryside poses great need on human resources. At present, however, the quality of human resources in the countryside of our country is generally quite low. Besides, the Farmers'vocational education is face with a series of problems. Thus it is crucial for us to search for the system and training mode of farmers'vocational education to upgrade the quality of countryside human resources and better serve the construction of new countryside as well as national economy.This paper first defines the new countryside construction, human resources, vocational education and their relations. Then it makes reference of the priority development theory of production means created by Lenin during Soviet Union's industrialization process, the article proposes a tentative view that upgrading the quality of countryside human resources should be taken as a major breakthrough point of new countryside construction and should get prior development.Next, based on the systematic analysis on the current state of farmers'vocational education in China, this article further explores the main reasons for the mentioned problems------outside the industry are rigid market mechanism, insufficient government regulation and lack of environment for the industry development; inside the industry are disordered supply system, backward training mode of micro bodies and disability to meet the need of local economic and social development.At last, the article puts forward corresponding suggestions for systematically solving the problems in the farmers'vocational education industry. From the macro-aspect, it is necessary to optimize the supply system, price system and competition system of farmers'vocational education, and improve the services of government, and so on. From the micro-aspects, we should reform the current training mode, make fine segmentation of training market, design a teaching system suitable for farmers'characteristics, and construct an employment service system in compliance with market need.
