The construction of new socialist countryside effectively promotes the corresponding development in three aspects: agriculture, rural areas and farmers. It is also the necessary way for constructing harmonious society and accelerating the construction of modernization in northern Jiangsu. That the construction of urbanization in countryside in northern Jiangsu and the development of industrialization of agriculture depend on science and technology and talented person. The function of farmers' vocational education is that it can directly improve the quality and the standards of vocational technique of farmers, cultivate professional technicians to adapt the needs of different positions, satisfy the needs of the development of society and rural economy. So developing the farmers' vocational education with more efforts is the important breakthrough point to address the matters of "agriculture, rural areas and farmers" in northern Jiangsu. Because of factors such as little publicity, poor management, out-of-date teaching contents, single means of teaching and poor practice, the present farmers' vocational education systems can not satisfy the needs of the agriculture and countryside for vocational education. In order to ensure the good fast development of new rural areas in northern Jiangsu, it should vigorously improve fanners' vocational education systems, increase communication and coordination between education and administration department, improve the standards of informatization of education, and promote the identity of farmers.This paper adopts the research methods that combine empirical study and standardizing study, proceed from the actual demand and through sampled questionnaire survey, interview, and participation in the countryside social practice. We get the first hand research data and ensure the research is truthful and reliable. Then it proceeds from the new situation of "new rural areas, new agriculture, new farmers" to analysis of the main imperfect aspects of farmers' vocational education systems in northern Jiangsu. The work lays a foundation for constructing new farmers' vocational education system in northern Jiangsu. Last but not least, based on analyzing the successful cases of farmers vocational education at home and abroad, according to the characteristic of farmers' vocational education and the actual needs of local farmers for vocational education, we put forward the new ways and measures to construct the new systems, which can be summarized as follows:First, with reference to the diverse needs of vocational education for different fanners, the paper puts forward the thoughts and methods for constructing farmers' hierarchy target systems. Second, combining the needs of society and the farmers' education, keep updating methods and content of teaching.Third, by strengthening the construction of 'larger major', enriching the practice contents of teaching, increasing the practice of knowledge, activating the means of teaching, fostering stable teaching staff and reforming evaluation methods, establish a smooth system of teaching and practice.It is indispensable that the support of theory of farmers' vocational education and the guide of farmers actual needs for constructing the farmers vocational education system. Only respect for knowledge and farmers, the farmers' vocational education system in northern Jiangsu can be continuously improved and developed.
