As the saying goes,if the base is not firm, the mountains shake.Recent years, as the important foundation of national education, the primary and secondary education are paid increasingly attention, and the leader role of primary and secondary school principals bear the important mission. As the head of a school, the administrate level of the principal has great influence on many things, from the development of the school to the development of each student, so the study of the qualifications system of the principal of primary and secondary schools has been widely concerned.The Ministry of education in 2013 formally promulgated the "teachers work division principal professional standards of compulsory education school"(hereinafter referred to as the "professional standards"), this is the first standards specially for the principals promulgated in the history of Chinese education. The promulgation of the "Professional standards" means that society requires better and better quality of primary and secondary school principals, also offers a way to further improve the construction of the principal qualification system for primary and secondary schools. "Professional standard" is the important basis for the development of the qualification standards and training curriculum standards for primary and secondary school principals. However, in the last several years, the professional standards implementation was not given full attention, and principal's qualification system of school has not formed the unified mechanism, we also need to stand in the perspective of the "professional standard" to further deepen the study and reform. Therefore, the author stand on the perspective of the professional standards, also studied the different systems of school principal qualification system development, analysedthe Chinese primary and secondary school principals' qualification system, according to the specific conditions of Chinese primary and secondary school principals' professional condition, based on the domestic primary and secondary school principal's qualification system carries on the thorough analysis, from the perspective of the professional standards of primary and secondary school principals in the construction and the development of the primary and secondary school qualification system proposed feasible suggestions.This article is divided into the following five chapters:The first chapter is the introduction. The main content includes the background of the topic, the significance of the research, the research situation, research ideas and methods.The second chapter mainly expounds the importance of the study of the qualification system of primary and secondary school principals from the perspective of professional standards. Mainly includes the comprehensive examination and understanding of the "Professional Standards"; the important meaning "Professional Standards" has to promote the modernization of elementary education, to build a team of high quality principals; the implementation of "Professional Standards".The third chapter is mainly aimed at the investigation and analysis on the current situation of our country's primary and secondary school principals. First, the author send some questionnaires to some of the primary and secondary school principals,to collect and investigate problems, then summed up the current situation of the development of Chinese primary and secondary school principals' qualification system and its shortcomings. The shortcomings mainlyare the obtain of the principal qualification certificationhas been too formalized, didn'tplay the important role of qualification certificate; the principal qualification standard is too broad and not specific; the principal's own ability does not match the requirements of his own job; principal qualification training system is not rigorous, not system enough.The fourth chapter mainly studied the primary and secondary school principal's qualification system development background and development trend of research and analysis of some European developed countries, in order to contrast the principals' qualification system development and to provide some experience.The fifth chapter mainly studied the future development direction and the measures to improve the current qualification system of primary and secondary school from the perspective of the "Professional Standards". Including primary and secondary school principals' qualification system should be legalized and standardized; the access of the principal certification based on the "Professional Standards" should be specific; the training program for the principals based on the "Professional Standards" and development should continue to improve.
