During the development of teacher education around the world, the traditional and close training forms are going to be in difficulties and facing challenges. When the conception of Universitisation of Teacher Education has been advanced and discussed by Association for Teacher Education in Europe in 1991, it shows that teacher education turns to be open and holding teacher education in a university level becomes a basic and international trend in teacher education reform. Since universities are playing an important role in teacher education, how to maximize their functions in Initial Teacher Education becomes a focus in society.This paper studies the management of Initial Teacher Education in universities in Britain. Through reform measures such as standardizing management and weakening the leading role of universities in Initial Teacher Education, the central government has more control over Initial Teacher Education in universities. It inspects universities on enrollment, teaching quality and administration in initial teacher training. General speaking, there are three main measures: firstly, publishing circular to form united requirements for initial teacher training; secondly, setting up an professional inspecting organization to inspect initial teacher training; thirdly, financing universities according to their teaching quality. In my opinions, this is a national control mechanism including four parts: Setting up standards and requirements for initial teacher training; holding inspection strictly and scaling gap; exerting modify measures; and feeding back information timely.There are debates about the control from the central government of Britain, which concern a lot on the inspection procedures of OFSTED. Some people think that its mythology and procedures are of certain unreasonable points. A few people even feel doubt about this quality inspection system. They criticize it as an absolutely unnecessary dualism of quality assurance system for higher education——a quality assurance system besides the Higher Education Quality Assurance Agency. In despite of those debates, this inspection system has following characters: firstly, setting up regulations to supervise the whole process of initial teacher training in universities; secondly, adopting financial measures basing on teaching quality; thirdly, building up flexible feedback system; and forth, putting forward strict and standard requirements to improve initial teachers.Nowadays this control mechanism is under development, but it also can be a good reference for our Initial Teacher Education in universities: firstly, to strengthen inspections on the quality of Initial Teacher Education in universities; Secondly, to establish clear and detailed Qualified Teacher Standards and perfect the Qualified Teacher Status system; thirdly, to set up the evaluation system of Initial Teacher Eductaion in universities.
