Along with the development of international basic education and the requirement to improve the quality of teachers’team, the British Cameron government launched the reform of initial teacher education to meet the domestic demand of quality improvement of initial training. Under the guidance of white paper "The importance of Teaching" released in November2011, the Department for education published the implement plan "Training our next generation of outstanding teachers" This study focus on the content and the analysis of the "implementation plan", refining its outstanding initial teacher education reform experience and advanced reform concept of initial teacher education, deeper digging the lessons of its design and implementation of this implementation plan, which can be used for reference for our country’s initial teacher training and even be used for reference in the teacher education reform.This study consists of five parts:Part one:The background of "Training our next generation of outstanding teachers—implement plan". This part is divided into three sub headings, the first introduces the new trend of teacher education reform in the world for the promotion on the field of initial teacher education reform; The second shows the development of basic education in the UK facing the challenges of being surpassed by other countries and regions. To solve this crisis, the new government decided to optimize the structure of teachers as the breakthrough; And thirdly, the new economic and political situation of Cameron’s government is responded in the mapping of this initial teacher education reform.The second part: the basic content of this plan. The Implementation plan mainly consists of three directions of measures respectively. Firstly, improving the teachers’ demands and teachers’ professional entry standards; Secondly, increasing government investment and using economic means to improve the attraction of the initial teachers training and teachers’ status; Thirdly, reforming and optimizing the complex initial teacher training paths, making the training be more efficient, being easier to adapt to the actual needs of different trainees. In addition, the implementation plan put forward the reformation of the supervision of teacher training institutions strengthening the power of accountability mechanism to guarantee the quality of initial teacher training system after enlarged regulatory role at the grass-roots level.The third part: the influence of this implement plan. According to the tracking data provided by the Department for education, this part firstly introduces and analyzes the influence of the implement of this plan for British initial teacher education system from the perspective of student quantity and quality structure. In addition, the influence of the plan for the whole initial teacher education system is analyzed.The fourth part: the evaluation of this plan. This part is consists of three sub parts, including the value orientation, the basic characteristics of contents and the main characteristics of its implementation. The value orientation part mainly explains the strong practical concept embodied in the plan; the second part reflects the inheritance and coordination of policy, the res-pect for the local features; the third parts reflects the efforts to balance the power between primary schools with government. In addition, the use of flexible economic means is its bright spot in this plan.The fifth part:the enlightenment of this implement plan. This part includes five aspects, respectively from the innovation of initial teacher training mechanism, reasonable and effective policy planning, the establishment of responsibility mechanism based scientific standard, harmonious and unified public resource allocation between diversified bodies and the balance between the international reference and British indigenous experiences. These five parts can be the great enlightens for our reform of initial teacher training.
