Education equality is the foundation of promoting and constructing the harmonious society and socialism in new rural area. Nowadays, the problem of basic education about students under poor condition is more outstanding. It becomes a great social phenomenon in the development of basic education as well as a newly studied problem that is worth looking squarely at for the government, society, school in new period.Class Hongzhi is a special education group. This thesis, based on the case study of Nanjing's Class Hongzhi and Qidong's Class Chenxi, uncovered, described, explained the significance of Class Hongzhi as well as the value, survival reason, problem and development trend. According to the analyzed fact, this thesis combined relevant education law and educational administrative theory, put forwarded some constructive and strategies and suggestions, in order to arouse the society's overall attention to the Class Hongzhi, hoping that the educational issue of poor students can be further solved. And this thesis includes four sections:First part: It studies the significance and value of Class Hongzhi. It clarifies that Class Hongzhi is the need for social harmony, stability, and development as well as the need to embody education equality, enhance all people's morality level and the healthy growing for the poor students in basic education.Second part: It described the current situation about Class Hongzhi. It elaborated on the reason why launching such a class, history of its development and its current situation. It also pointed out the characteristic of the class, such as, it is a social service, it excludes less excellent students, and it is a demonstration to the society.Third part: It analyzed the difficulty and forming reason of the class. The thesis believes that, during Class Hongzhi's teaching process, recruitment administration, personality education and sponsoring mode is the major paradox of hindering Class Hongzhi's existence and development.Fourth part: It gave the strategies about Class Hongzhi's existence and development issues. This part is the key part in the research as well as the aim of the study. It believes, firstly, the society and government should actively encourage and guide the mode of Class Hongzhi, as well as create the sponsor the poor social environment Secondly, it should complete the system of sponsoring the poor students in the basic education. And build a good environment for the work. Thirdly, bringing new ideas of cultivating the poor students, enhancing poor student's consciousness, cultivating poor student's health personality. And to combine the issues of solving poverty and cultivating a qualified talent. Fourthly, it should strengthen the supervising work of Class Hongzhi to make sure the student's healthy development in this class.
