"The outline of the national medium-and long-term program for education reform and development (2010-2020)" pointed out that fairness of education is the basis of a fair society. In order to guarantee the children of poor families to enjoy the same high-quality high school education rights, the creation of "Hongzhi class" in high school, is a kind of attempt to solve the problem of unequal opportunity for education.This thesis is based on the research of the fourth Fuzhou "Hongzhi class",review of development history of" Hongzhi class", introduced the origin of "Hongzhi class". This thesis reveal the "Hongzhi class" mode is of great significance to the society, the poor students and national basic education.Combining with the relevant laws and regulations of education and educational management theory, this thesis provide some constructive suggestion and strategies to promote the healthy development of the "Hongzhi class", in order to arouse the society’s overall attention to the "Hongzhi class", to further solve the city vulnerable groups and education of rural poor students’ problems.Finally, the thesis believes that with the improvement of the national economic development and basic education funding system, education mode of "Hongzhi class" will change under the new historical background.
