New course structure of elementary education demands that course selection should respect the interests and experiences of students, leaving some space of student's personality development. Therefore, developing school-based courses and carrying on regional course construction are imperative. School-based courses meet the requirements of the development of personality and creativity of students, and contribute to developing and constructing peculiar schools. Based on the current school situations, regional characteristics and students' personality differences in biology teaching, developing school-based courses of biology of high schools is expected to give consideration to both science and humanity in order to make students become integrated persons with qualities of harmonious development.After analyzing the definition of school-based course development, historical traces, and the patterns, goals, values and thought bases of development, this article , emphatically in theory and practice, discusses the basic procedure of the development of school-based courses of biology of high schools, giving a consult development pattern: organizing and establishing, analyzing the present situation, ascertaining a goal, working out a plan, experimenting and implementing the course, assessing and amending the course, and provides reference cases in the aspects of schools and teachers. Finally, it poses existing problems in the development of school-based courses of biology of high schools, and also gives correspondingsolution countermeasures.
