The " School based course development" is one of the new basic educational revolutions. "Change the centralization of course management and manipulate the triple management of country, local and school", cited by in 2001, which will enhance the suitability of course to local, school and students. It helps the course complying to the need of society for student's development, by developing new system for basic education and changing the old fashion of culture. The Biology school based course development becomes the pre-requisite for novel course revolution. By the same time, it also become the inevitable requirement for achieving education for all round development, cultivating variable talents, reflecting social democracy, satisfying student's requirement and ensuring status of teachers. The Biology school based course development will benefit the variability of talents, specificity of school, professionalism of teachers, creativity if courses.The school based course development becomes a hot topic for course research and course practice in the new round of basic education revolution.The high-school in Shaanxi province implement new curriculunm reform from 2007.However, every new thing needs effective support and endless practice. Thus the Biology school based course development is facing tons of difficulties because of the gap between theory and practice.The goal of this paper is to give some suggestions which help the improvement of the The Biology school based course development, by paper searching, survey, interview, individual cases of high school in Xi'an. We also try to elucidate the level, method, procedure and problem involved in the development.Our result suggest that many high schools in Xi'an have practiced their own school based course development. However. it have the "passive"."blind"."isolated","convergence","single", "messy" characteris and so on.At the same time,it became very slow because of several factors:1. Lacking the understanding to the definition of school based course development.2. Lacking the understanding to the relevance of school based course development.3. Lacking the good teachers for development.4. Lacking the laws and regulations for it.5. Lacking the democracy of course determination and participation.6. Lacking the creation and utilization to conditions that favors the school based course development. 7. Lacing the attention to feedback to school based course development.8. Lacking the reconciliation between government's will.9. Lacking the collaboration and communication.10. Lacking the immediate feedback collection.According to my research,My suggestions are:Coordination of the national curriculum to increase community support for "the school-based curriculum developmen".Carry out the work based on guiding theory, and create the condition that favors the school based course development.Follow the principle of school based course development.Improve the laws and regulations of school based course development.Focusing on the feedback analysis and collection.Building the standard educational system for school based course development.Enhance collaboration and communication in school. Enhance collaboration and communication between different schools Spreading the effect and achievement of Enhance collaboration and communication in school timely.
