Fair value of compulsory education,including the right to equal education and equal opportunities in education in two ways,is the reflection and extension of social equality in education. However, in the present China's educational field, the Gini coefficient for educational opportunities is increasingly reduced, while that for the quality of education has widened. Equal distribution of educational resources is a necessary condition for equalization of education, is the premise of the balanced development of compulsory education, in turn, the equality of compulsory education resources is a specific stage configuration for effective implementation of educational resources. This study, from the perspective of distribution of educational resources, analyzes unequal service between urban and rural compulsory education, deeply analyzes multiple radical reasons of gap urban and rural compulsory education services and supply proposed countermeasures in order to better address unequal current issue of compulsory service.This study, based on concerning studies at home and abroad, just responses to these issues, mainly from compulsory education as the entry point, from the perspective of the distribution of educational resources, analyzes and studies the present conditions and reasons of non-balanced development of the distribution of China's urban and rural compulsory education resources with the educational equity theory, theory of public goods, public choice theory. And it discusses the implement of educational equity from the beginning of compulsory education, in response to government responsibility for the path, and finally put forward the promotion of urban and rural compulsory equalization policy recommendations. Text is divided into six chapters, each chapter details the following:Chapter I, Introduction. This chapter introduces its background and significance, ensures research contents, research methods and theoretical tools and cards related literature.Chapter II, The connotation of equalization of the Compulsory Education Resources. This part first explains connotation of equalization of public services, then what is compulsory, respectively, of the reason for free compulsory education, urban-rural and educational resources such as definition of the concept, and then introduces the significance of the equalization of urban and rural compulsory education. Chapter III, Unequal status of educational resources non-allocation of urban and rural compulsory education. This chapter indicates the differences of material resources, teacher resources and investment between urban and rural compulsory education in order to show the non-equal status of the distribution of educational resources.Chapter IV The radical analysis of the distribution of urban and rural compulsory educational resources. This chapter narrates the social background of the unequal distribution of urban and rural educational resources. And then it talks about fundamental non-equal reasons of urban and rural compulsory educational resources at the three perspective:institutional factors of education policy, urbanization-centered and elite-centered bias.Chapter V, Feasibility Analysis. This part first explains feasible path to achieving the equalization of the urban and rural compulsory education.Chapter VI, The Path Selection to achieve the equalization of urban and rural compulsory education. Then it proposes achieving the equalization path of choice between urban and rural compulsory education.Chapter VII, Conclusion and Outlook. It summarizes the main points of this study to identify deficiencies and make the prospects for further research.
