The compulsory education, the free elementary education provided to children in school-age, is prescribed by Chinese government and has the characteristics of compulsive, protected and free-charge. The education equality is an ideal of education , which means everyone has same education rights and chances under the specifically condition, and urge their potential developed fully and freely. It is the extend and embodiment of social equality. The compulsory education and education equality are interrelated problems. Whether can realize the education quality of the compulsory education phase or not is an important yardstick of quality level.The article has five parts. The first part is exordium, expatiates the origin of the thesis, the relation of the compulsory education and education equality, the responsibility of our government to the compulsory education. The second part demonstrate the theory reason of the education equality of the compulsory education phase that is the compulsory education itself has public goods attribute and externality & internality character. This part is the innovated point of the article. The third part dissertate the status quo of the great difference in the resources allocation for compulsory education and its serious results. And it also analyses deeply the deep-seated policy reasons of the present status and result. This part is the difficulty of the thesis. The forth part is the emphasis of the article. It discusses and proposes the countermeasures and suggests of solving problems, in order to for reference of related government departments and officers. The fifth part is sum-up.All these five parts compose one complete organic unit, and make the whole article consecutiveness, strictly logic, affluent datum, intensive theory and clear consecution.
