Teachers' communication is not only the need of the optimal allocation of educational resources,but also the guarantee of maintaining the balance of education.In the primary stage of socialism,compulsory education teacher exchange system,as an educational reform under the promotion of national policies,has been paid much attention by educational administration departments and educational researchers.In recent years,China has issued many policies on compulsory education teacher communication.The scale and scope of teacher communication has been expanding under the promotion of national policies.However,the implementation of compulsory education teacher communication system has not yet been effective in alleviating the uneven distribution and allocation of educational resources at all levels.The difference between the design of teachers'exchange system and the implementation effect of the system has aroused the author's concern,reflection and research.Taking Hailing District of Taizhou as a case,this paper studies the evolution path of teachers' exchange system in Hailing District of Taizhou from the system itself.This paper first explains the development background,research significance,research status and related core concepts of compulsory education teacher communication system,so as to further study the service system of teachers' exchange.Secondly,based on the theoretical analysis,the process of Hailing District Taizhou City compulsory education teacher exchange system overall analysis,factors and using the method of questionnaire investigation and interview on current situation,teachers Hailing District of Taizhou city and the influence of teacher exchange policy implementation effect for the analysis,the study found that Taizhou City Hailing District the implementation of the teacher exchange system has been made in the quality of education to curb the phenomenon spread,turnover to promote the professional development of the weak school,teachers enhance the weak schools,but also are found in the process of implementing the system there exist some problems in the absence of long-term incentive mechanism,safeguard mechanism is not perfect,the selection standard is too low and so on.Finally,according to the results of the investigation and analysis of the teachers' exchange system in Hailing District of Taizhou,some suggestions are put forward.
