The imbalance of teachers' allocation or deployment has long been a bottleneck in our country's compulsory educational system.It has imposed negative effects on the balanced development of our elementary education.With the aim to relieve such an unfavorable situation existing among rural and urban areas,different places and inter-schools,the state has implemented a series of measures.One of the key measures is to optimize communicational system of teachers,which in turn will improve public services in our educational system.On December 16,2015,Hainan Government issued Hainan Educational and Other Three Related Departments' Cooperation in Implementation Proposals on Exchange Position Between Principals and Teachers in Compulsory Education Schools(Qiong Teacher [2015] No.104).This suggestion was implemented on the same date when being issued.It stressed that every effort will be made to realize the goals that exchanging position between principals and teachers are supposed to be systematized and normalized in 3 to 5 years.Every local municipal and county level government,in turn,introduced a specific scheme on the top of the original proposal which has been revised and modified.Based on the example of T County,this essay is going to study specific cases regarding current situation of teacher's communication,analyze in-depth the problems and determining factors existing in the course of promoting effective communication skills of teachers and offer proposals to meet actual conditions of the county.This essay includes five parts which will be stressed in details as follows:Part 1.Introduction: Related issues will be raised;definitions and analysis will be given to key conceptions;studies on domestic and international researches in the same field will be carried out.Part 2.Policy basis and operational conditions of teachers in Compulsory Educational Schools of T County,Hainan Province will be introduced in this part.Part 3.The Essay begins with how teachers in T County communicate.On-the-spot investigations will be conducted via Questionnaire Surveys and In-depth Face-to-Face Interviews.Part 4.This part will analyze the problems and causes coming out in the course of communication between teachers in T County.After detailed studying,the author realized the fact that the shortage of teachers has long been existing in T County mainly caused ineffective communication among teachers,accompanied by several problems such as inadequate and unsound organizational and leadership system,limited effects of teachers ‘communication,conflicts between educational ideas and mentality of seeking advantages and avoiding disadvantages,formalism in assessment system,deficiency in economic and security systems.Part 5.Based on problems & related effects mentioned above,putting forward proposals to accelerate the pace of teacher communication in T County's Compulsory Educational System,including customizing & optimizing initial allocation for educational resources,implementing & improving the security system of teacher communication,clarifying value orientation of teacher communication,optimizing the assessment mechanism for teacher communication,focusing on communication & strengthening their abilities to adapt the new environment.
