As Science and Technology is developing so rapidly thought the world, International competition is becoming more fiercely. It is the coning of the Information and Knowledge Age. It's to say that the competition between countries is that of education and talent. Normal education, especially higher normal education, which is viewed as the cradle of cultivating capable persons, is faced with a hard task. In recent years, guided by the principles of"adjustment, construction, cooperation, and incorporation",China initiated an intense reform about higher education. As a result of it, it is inevitable for the divide of the higher normal education. They may be either promoted, changed or incorporated. As people implemented about deepening educational reform and improving the overall quality of students made by CPU Central and State Committee in 1999, it supplied a crucial change of the educational policy. The pattern of normal education is conformed with adjustment and resource reestablish. Secondary normal education would be closed, incorporated or hung with so many difficulties. The normal education and the normal education institute also begin to rock ,which are be regard as rather stable and safe place by people. It is an important research problem for us how to face challenges and how to develop.The thesis starts with the history of Chinese normal education .We know very well that its history is a reform one. The reform is sophisticated and hard. At the beginning we imitated experience of Japan, then America. We copied Russia after liberation. Perceiving the history, we understand that we will become rigid if we never change the existing education system and we will become radical if we deny all of them. These two are not materialist conception. Thus, we have to reform our normal education system. We will change it form closed model to opening. It is referred to transform teachers cultivated by monopoly normal education into a common concern. It is the requirement of history and the facts. It is also the inspiration drawn from the history of higher normal education in developed countries, such as the USA, UK, France and Japan. It is an inexorable law of development of normal education. Meanwhile, our country has owned the prerequisite for the change of model. In accordance with this situation, a great variety of crisis-ridden normal education institutes showed respond initiatively and employ their own advantages, emphasizing the training of teachers, reorganizing of subject, specially, and curriculum and the key to the question is the restructuring of the model of personals training. Then we can overcome difficulties and achieve what we want.In conclusion, we sum up the mail points. Though it is necessary for the normal education to transit the model, it should be carried out step by step. This is the objective law of development of normal education in developed countries and testified by the history of development of normal education in China. It should be examined further such as the bereavement of the present situation and accuracy of strategies.
