As the engine of national edbiz, normal education is the cradle for bringing up teachers, the source of energy for edbiz and it takes the inevitable historic mission in the implementation of the strategy of developing country relying on science and education and the strategy of sustainable development. As the foundation of elementary education,the development of higher teacher education must match up to the development of elementary education. It is the starting and ultima objective of higher teacher education.Therefore, developing higher teacher education must rely on the study of elementary education theory and practice and the higher teacher education reform should fulfillelementary education.The new elementary education curriculum reform is an overall reform on curriculum object, structure, content, implementation and estimation and management of curriculum.Disparate curriculum object, various curriculum structure, modern curriculum content,flexible curriculum implementation and developing curriculum estimation,is a fundamental change to traditional curriculum theory.This reform brings about momentous challenge to our national higher teacher education.Meanwhile,with social progress, economical development, elementary education reform presents tremendous opportunity to the development of our higher teacher education.As practitioner of new curriculum, the quality and ability of teachers is decisive to the success or failure of new curriculum reform. And as the foundation of elementary education, higher normal education must adapt to the new elementary education reform.Under the instruction of essential theory of new curriculum reform and according to the objective of elementary education reform, the higher teacher education reform should be fulfilled from changing educational theory of higher teacher education, adjusting cultivation objective, reforming cultivation mode, integrating curriculum arrangement of higher teacher education and improving cooperation with primary and high schools.we analyze the present situation and the facing challenges of normal universities and colleges in China and we give the solutions for the reform and the development stratagem of normal universities and colleges. Aiming at the existing problems, borrowing the experiences from developed countries,we should put forward to the reform and development of normal universities and colleges steadily.
