The reform in education at the turn of the century has brought aboutsurvival crisis to the colleges run by its industry. Therefore, for thecolleges rtm by industry, it is a problem how to get over the difficultiesand transform smoothly from traditional high school education to trainingand education for cadres, and it is also a vital problem in strategictransform for Hunan Taxation College.The thesis, under such a circumstance, deals with the problem. First, thethesis holds that it is worthy attention and research into therunning-school transform of this type of colleges, .by making literaturereview. The thesis also makes an analysis on the causes of thetransform of colleges run buy their industry, from the four perspective ofas new human resource theory, theory of optimal allotment ofeducation resources, reforming of education system and life-longlearning theory. Then, the thesis analyzes comparatively the internalcircumstances, the external circumstances, industry competence and thedevelopment trend in the industry in the running-school transform ofHunan Taxation College, compares the economic efficiency and socialefficiency of the two models of school-running, and finally draws theconclusion that it is feasible for Hunan Taxation College to transformfrom high school education to training and education for cadres. Finally,the thesis also makes a design of the operation of running-schooltransform for Hunan Taxation College, which involves design oforganizational structure, reform program for human resource, design fortraining administration and reform program for logistics socialization, and puts forward the guarantee measures for the operation of thoseprograms and draws a final conclusion. The thesis, as one which firstsystematically deals with running-school transform of colleges run bytheir industry, and with its case study of Hunan Tax College, will providemuch for thought in the feasibility of running-school transform ofcolleges run by their industry.
