With the fast development of information technology and process of globalization, the requirements of teacher's work and efficacy has been greatly made, and"enhancing teacher's professional quality, promoting teacher's professional development"has become a strong trend of the development of education in the world. In the course of the study of teacher's professional development, it is quite necessary to reconstruct the system of teacher management,establish the mechanism of encouraging teachers to step on the road of professional development. Therefore, it is significant to create a portfolio as the carrier of evaluation and source of information, which can not only overcome many defaults of traditional assessment, but also help teachers to keep reflecting and learning all through the life to promote their professional development.Based on the analysis of literature and the practice of investigation, this paper exams the historic development, characteristics and function and the significance of portfolio to teacher's professional development. The investigation is made in Shanghai C Primary School as a case study. This school is one of the most ordinary public schools, which makes effective exploration and practice in the developing and using of the portfolio, constructing the electronic portfolio and assessment system based on the portfolio, and thus promoting teacher's professional development. In the study of the case, the exploration is carried out from three dimensions including founding of the system of e-portfolio based on net, making of the assessment manual and analyzing of the effect of the e-portfolio through observation on the spot, interview and other research tools. Then some practice of portfolio development from abroad is chose to make comparison with that of C Primary School, and some suggestions are given to help teachers and managers of school to take advantage of the potential of portfolio and find out the effective mechanism and ways to realize teacher's professional development.
