Higher occupation education is an important constitute part of higher education, it is related closely with the economy development and society development. Along with the economic system and political system of our country reform deeply, the higher occupation education's school-founding system also needs to be reformed in correspond. Its reform direction should adapt to the diversification development need of our country's socialism market economy, so the higher. occupation education's school-founding system must change from the single mode of "state owned, government do" under the planned economy to diversification of the school-founding entity under the government's predominant, extending the priority of the school-founding entity to run the school independently to meet the need of society's development. In the essence, the higher occupation education's school-founding system reform is to allocate the higher occupation education resources optically and use it efficiently.Firstly, the paper defines the concept of higher occupation education clearly and indicates its fixed position direction, it means that the higher occupation education should foster the technique application talented person faces to the social needs; Then the higher occupation education's school-founding system's formation and development, the motives and substance of its reform are discussed thoroughly, pointing out that the reform of higher occupation education's school-founding system need and must do, its reform substance is allocating the higher occupation education resources reasonably, its reform direction is adapting to the social market economy. Finally, the higher occupation education's reform measures are elaborated from many ways in detail: the school-founding entity should be diversified, the school should run in many ways, its invest entity should be diversified, its management system should de varied. By the above discussion, the paper mainly illustrates the following standpoints:1. The higher occupation education's school-founding system of our country is decided by the economic system and society's need is the motives of the higher occupation education's school-founding system's reform and development. Transferring the social strength to participate the higher occupation education's school-founding system is the valid method to resolve the problem of resources short and the development trend of the higher occupation education under the condition of the socialism market economy.2. The essence of the higher occupation education reform is to allocate the higher occupation education resources optimum, its allocation way should change from the plan configuration to the market configuration, but it couldn't escape from the governmental supervision. The government function in the higher occupation education is to regulate and control in macro. And resolve the problem of resource configuration and benefits relation that the civil group can't do.3. The higher occupation education's school-founding system should adapt to the market need, change the single mode of"government do"to adopt diversified school-funding modes, such as state owned but people does , the private capital runes it all, and cooperation in the school and business enterprise. By drawing up the aggressive policies to transfer social strength actively, to encourage the business enterprise, personal and the social group which has the condition of founding school to participates in the higher occupation education in the scope that nation's law allows. To do the higher occupation education greatly, strongly and excellently, to promote the social economy develop better and carry out the grand target. Established by the national in the"eleventh-five"years plan.
