From 1960s to the beginning of the 21ST Century, the population quality in the African has been in lower position. Several important indexes as infant death rate, death rate and age expectation have also reached the lower level. Meanwhile, less nutrients and ability to resistance to the disease reflect the lower health level in the African. Besides, several factors including less-educated people and specialists on Science and Technology leads to the lower scientific and technological quality in the African. At the same time, negative psychological status prevailed among the African is to show their unstable psychological quality.There exist a large number of factors that cause the phenomenon of lower population quality in Africa. Firstly, accelerated population, shortage of food and undeveloped condition for healthcare and water are important factors to prevent the improvement on population quality in Africa. Then, insufficient investment in local education, less training program for labor force in Africa and outflow of talents affect the advance of scientific quality on the Africa. Furthermore, the poor condition caused by the unfair international political and economic structure is responsible for the negative psychological status among the African.Thus, lower population quality is harmful to the development of Africa. Moreover, declining health quality on the Africa is a block to the economic development in Africa, which causes low production level. So far, undeveloped population quality on science and technology prevent economic growth, improvement on science and technology and social development in Africa. Besides, negative psychological status the Africa had has bad effect on the construction, talent attraction and cultural blossom..To sum up, the phenomenon that low-level population quality prevents regional development in Africa is not the sole problem for the African countries. Therefore, it is expected that other developing countries will have a good lesson from the case on Africa countries facing the similar problems.
