A Study On Population Quality Issue Faced By China For High-Quality Economic Development

According to the major judgments on China's economic development in the Report to the 19th National Congress of the Communist Party of China,"China's economy has transformed from the phase of rapid growth to that of quality development".The Central Economic Working Conference in 201 8 has further clarified that this transformation would be "the basic characteristics of China's economic development in the new era".Since China's reform and opening up,the rapid economic growth driven by factor input during the past three decades has successfully solved the issues of "basic survival and "well-being".However,such a mode of economic growth prevailing in the past is realized at the cost of large-scale capital and resource input;and there have been neither conditions nor un-restriction of diminishing marginal utility for continued factor input to mobilize the development just as the past.Generally speaking,the weakening demand-side competitive advantage indicates the problems on the supply side essentially.As a result,we shall proceed from the supply side and focus on the quality of factor supply.The so-called enhancing the factor supply quality also means to enhance the quality of productivity;and human factor plays the core supporting role in the quality of productivity.Therefore,the great priority shall be focusing on enhancing the supply quality of labor force,namely the population quality in general.Based on our national situation,China's working-age population has been decreasing during the past seven years in terms of the absolute quantity and proportion,showing that China's demographic dividend is diminishing and it is necessary to transform the demographic dividend into the population quality dividend.Meanwhile,China's population quality enjoys the basic foundation in terms of physical quality and educational level,namely it is qualified to transform into population quality dividend.Hence,it is urgent for China to consider how to develop its population quality dividend,promote the transformation from quantity to quality and complete the enhancement of labor force supply quality to maintain its high-quality economic development at present,This paper starts from the productivity of high-quality development and theoretically demonstrates that high-quality productivity is the requirement for high-quality economic development and that high-quality productivity requires the high-quality population.Based on analyzing the actual change of China's population,this paper discovers that China's population dividend is diminishing,and China has been equipped with the population quality foundation,namely that population quality is turning into the new vitality for economic growth and population quality has certain substitution effect for population quantity.This paper conducts a qualitative analysis and establishes the incidence matrix between population quality and high-quality economic growth to calculate their degree of association to verify their relationship quantitatively.In conclusion,based on the population dividend diminishment and population quality enhancement involved in crossing the view of Lewis Turning Point,this paper refers the ideas of crossing Lewis Turning Point in the academic circle to propose the countermeasures and suggestions to push forward China's high-quality economic development.This paper is divided into six chapters.Chapter 1 is the introduction;Chapter ? presents the relevant concepts and theoretical bases;Chapterconducts analysis on the current situation of population quality for high-quality economic development;Chapter ? conducts an empirical research on population quality and high-quality economic development;Chapter ? proposes countermeasures and suggestions to promote China's high-quality economic development;Chapter VI includes the conclusion and outlook.On the basis of empirical research,this paper finds that population quality and high-quality economic growth are highly associated and combines with actual research to provide theoretical explanations in details.Humans act as the major support for high-quality economic development and the core strength for the reform on mobilization.Accordingly,this paper integrates the ideas of crossing Lewis Turning Point to propose that China shall dig out the mobilization for economic growth from population quality in the short term and promote the transformation of economic growth and solve the dual economy structure based on population factor in the long term.
