As a basic character of 21th century, the multi-culture not only penetrates into each domain of the society, but also influences the reformation and route of elementary education directly. For Pudong new area, whose feature of multi-culture is brilliant and is going to be a multi-culture society , under this circumstance , its elementary education is in a developing state, between opportunity and challenge.Since the 17 years of Pudong opening, Pudong new developed area is becoming a multi-culture society along with the development of economy-society and the ceaseless change of social population structure and culture structure. The social culture element and its relationship request that education have to go along with them, but the actuality of education could not satisfy the need of multi-development of element education. Therefore,it's necessary that the reform of element education is imperative under this situation. So,since Pudong opening to probably 10 years of the end of last century, for the sake of the demand of education of each culture individual, the first difficult problem of Pudong's element education is that it must resolve the quantity and dimensions problem. When the demand of education of each culture individual is satisfied,just like that we pursue for"read the book well"but not"have the book to read",the demand of education quality is more and more high. It's also the general characteristic of reform and development of Pudong's element education these years.Satisfied the special education demand of various colony, is a basic direction of element education of new century. Promoting each individual's development is the core of education. Everybody has the ability to master his or her destiny own, element education is its foundation and also a'laissez-passer',which every body tend towards society. Therefore, educational project can made student exert his or her study potential and the ability that contribute to society, if it fit to student.According to this, Pudong new developed area devised many adventurous reform measure since it had constructed. Every level of element education also devised homologous reform of manages system. Especially these years, aiming at the development of education meaning, they adopt many measure, which exert much effect, such as entrust administer and run a school unit between city and country. However, the special of Pudong new developed area deciding the inimitable individuality of its element education. So, the general manage measure can not adapt to its special development request. Therefore, there are still some problem of the manage of Pudong's element education. According to this, on the investigation of developing actuality of element education, the author analyses some problem at present and tends to find out the measure to resolve these problem.
