| Taiwan scholar Qiu Zuxian believes that teacher's professional development can be divided into three levels: practice teacher, newly appointed teacher, curriculum leader. While under the traditional curriculum management system, teachers divorce from schoolroom administration and lack of wisdom on curriculum leading which can not be deleted in the practical process of curriculum. It brings teachers the difficulties in carrying out the ideal curruculum plans and the nice curruculum willings. Teacher's wisdom on curriculum leading lives on the essential basic knowledge, basic experience, basic acknowledgement, and basic behaviour. The forming process needs continuous observation and confirmation. The paper provides an idea basing on observation and theories. The traditonal educational believes cause the lack of teacher's wisdom of curriculum leading because of the closed, consevative and practical teachers' culture.
