Civic education is an education based on democratic society. It's taken as the means to cultivate the national qualified citizens; meanwhile, it's also the education issues concerned by the world. Although China has the concept of "citizens" long ago, our country has not really implemented civic education because of historical and practical reasons. As China change from planned economy to market economy, there is an urgent need for college students as citizens become the backbone of society, and this is precisely the objective of civic education in colleges and universities.As our country's social, cultural and historical reasons, there have been many problems in the civic education of universities. Some of these problems led the students to helplessness or suppressed sense because of insufficient management of the school. Some make the civic education of universities hard to launch because of the students' role ambiguity, the confusion of protecting rights and separation between knowledge and action.According to the problems from practice, the author proposed the countermeasures of perfecting the system of civic education of universities of China. Society can impact the education of universities by building civil society and using the mass media. College itself should also approve the creation of civic education college courses, change college instilling civic education, speed up civic education strategy, so that it can perfect citizens College educational system. At the same time, colleges and universities should also improve students through participation in political activities and the use of practice means raising the civic consciousness of college students. Finally, the author attempts to construct our system of civic education in colleges and universities. The goal of civic education system generally includes cognition, emotion, capacity, behavior and so on. The content of civic education of universities can broadly divided into five parts: the ideological quality of civic education, democracy and the legal system of education, a modern civic education, civic competence and quality education, civic psychological quality education.
