Since Reform and opening up and especially after 1990s, with the rapid growth of the economy in Jiangsu Province, the life of sports culture has a huge change. Jiangsu Province, which successfully organized the 10th National Games with the first number of gold medals and the score in October 2005, has been one of the largest and the strongest province in sports.The paper analyses comprehensively and systematically changes in sports talents past 20 years in Jiangsu Province, developmental commonness and characteristics of major projects and sports teams at all levels to find their rules and trends of development and changes in, and the relations between the previous large-scale sports events and its interaction to find possible problems, which will have a very positive and practical significance and theoretical significance for planning the further developmental of competitive sports strategy of our province and promoting the development of our province competitive sports.The results shows that: in athletes: from 1984 to 2005, Olympic athletes outstanding of sports teams in the number presents annual growth trend, in which the number of hidden advantages events is rapidly grow as a major factor and the number of non-Olympic athletes is decreasing; level of education of elite athletes is a lot low to be further improved; rank athletes in number lies in low-level development of the state; the age structure of athletes are constantly optimizing. In coaches: average number of full-time coaches of the first-rank Olympic is higher level of development; non-Olympic coaches decline in the overall number of state academic levels; the level of education is continually promoted and overall quality is benign development; the high titles and the intermediate titles are more than significantly junior titles; the grade level athletes are affected greatly by the level of coaches. In 1980s, the proportion of the second-rank and the first-rank teams is not reasonable, the proportion of the first-rank teams is too large, and in this period the model of "pyramid", which started to really form in 1993, has not yet take shape in the number of athletes' echelon. State funding has been a main financial source of income in Jiangsu Province sports teams at all levels, and after 1993 non-state funding has gradually become another major source of funding. Predicting sports talents at all levels shows: athletes of the first-rank and the second-rank teams in number are slightly increased annually, and athletes of third-rank sports team in number fall in the number.
