With the economic system reform in China going in depth, the old management method in universities and colleges will be changed greatly. The department of educational management has implemented the strategy of funding the bigger one and letting alone the smaller one, and allowed nongovernmental capital and capital from abroad running educational organization. Furthermore, universities and colleges have consecutively expanded the student number of enrollment and adopted the policy of charging tuition, which has made the competition among universities becoming keen. Thus, how to promote core competence of university is No.1 task of university management.According to the precedents' research of core competence theory ,the research can be divided into three schools: ability school, environment school and resource school. And resource school, which is the main stream of research, believes that core competence is all sorts of specialized resources accumulated and possessed by an organization.The article believed that core competence includes not only the possession of resources, but also the utilization of resources. It's the resources utilization ratio that really reflects the core competence of an organization. This article analyses the university resources utilization conditions in Hunan province, based on resource utilization ratio indicator and year 2002 higher learning statistics data in both Hunan province and the whole nation. By analyzing the causes of the relatively lower indicators, we conclude that the low utilization ratio attributes to three factors. The first factor is no clear division from the government to university, administrative intervention and scale uneconomic caused by over-pursuit of large scale. The second factor lies in organization structure, and its problems are too many administrative levels, short span of control, highly centralized authority, the unmatched power and knowledge, administrative power higher than academic power. The third factor is inner-university resources distribution system. The key problems are unreasonable distribution of manpower and money, the rigid personnel mechanism, improper management of teacher staff. At last, author put forward some suggestions accordingly.
